Healthcare Professionals Moving to the UAE: DataFlow vs. Attestation vs. Equivalency (DHA/DOH/MOHAP)
DataFlow gets you licensed, attestation gets you a visa, and MOHESR recognition is only needed when someone asks for it. They’re three different checks, run by three different bodies.
Most doctors and nurses need DataFlow and attestation. Far fewer need MOHESR recognition, though many pay for it anyway.
The order matters more than the list. Start them in the wrong sequence and you lose weeks, or pay for the same document twice.
DataFlow vs. Attestation vs. MOHESR Recognition at a Glance
Each process answers a different question about the same certificate. One can’t stand in for another.
| DataFlow (Primary Source Verification) | Certificate attestation | MOHESR qualification recognition | |
| What it is | DataFlow contacts your university and employers directly to confirm your records | A legal chain of stamps in the issuing country, then UAE MOFA | The UAE’s evaluation of a foreign degree against UAE standards |
| Who runs it | DataFlow Group, for the health regulator | Issuing-country authorities, the UAE Embassy, UAE MOFA | Ministry of Higher Education and Scientific Research |
| What it proves | Your degree, licence and experience are genuine at the source | The signatures and seals on your document are genuine | Your qualification counts as a UAE-equivalent award |
| Who asks for it | DHA, DOH and MOHAP, for your professional licence | Your employer and MOHRE, for your work visa | Government employers, universities, some specific roles |
| Needs attested documents? | No. DataFlow says it doesn’t require attestation or apostille. | It is the attestation | Depends on the case |
| Typical time | 15 to 25 working days | Weeks, set by the issuing country | Varies |
| Gives you a licence? | No | No | No |
Previously called “equivalency,” the MOHESR process is now officially named Qualification Recognition. Many people still search for the old name.
Do You Need All Three?
Usually two, sometimes three. DataFlow is close to universal for licensing, attestation is common for the visa, and recognition is case-by-case.
- DataFlow: needed for almost every DHA, DOH or MOHAP licence.
- Attestation: needed when your employer or MOHRE asks for attested certificates for the work visa. The UAE Government says certain jobs require them.
- MOHESR recognition: needed only when an employer, university or government body asks for it.
Ask your employer’s HR one question before paying for anything. “Which of these three do you need from me, and by when?”
The Right Order: How to Avoid Paying Twice
Start with eligibility, then run DataFlow and attestation side by side. Leave recognition until someone actually asks for it.
| Step | What to do | Why now |
| 1 | Pick your regulator: DHA, DOH or MOHAP | Each has its own portal, and your workplace decides which one |
| 2 | Check the Unified Professional Qualification Requirements (PQR) | DataFlow can’t fix an eligibility gap, such as missing experience |
| 3 | Fix name mismatches across all documents | DataFlow and attestation both stall on them |
| 4 | Start DataFlow through your regulator’s portal | It takes 15 to 25 working days |
| 5 | Start degree attestation at the same time | The issuing-country chain is the slowest step |
| 6 | Sit the licensing exam, if your category needs one | Usually after eligibility is confirmed |
| 7 | Apply for MOHESR recognition, only if asked | Avoids paying for a step you may never need |
| 8 | Licence activation through your hiring facility | You can’t practise until the licence is active |
Steps 4 and 5 run in parallel. In our experience, the professionals who lose the most time do these one after the other.
How DataFlow Primary Source Verification Works
DataFlow checks your documents directly with the people who issued them. Your university confirms the degree, your past employers confirm your experience, and your old regulator confirms your licence.
According to DataFlow’s FAQ, the standard timeframe is 15 to 25 working days. That clock starts after payment and a complete document set.
What DataFlow checks
- Degree certificates and transcripts
- Professional licences and registrations
- Experience certificates from every employer you list
- Certificates of good standing, where required
You don’t need attested copies or translations for DataFlow itself. Clear scans of the originals are enough.
When DataFlow comes back negative
A “Discrepancy” or “Unable to Verify” result isn’t the end. DataFlow allows one free re-verification appeal.
Find the cause first. It’s usually a university that didn’t reply, a closed employer, or a name that doesn’t match.
Reusing an old DataFlow report
You can often transfer an existing report instead of starting over. DHA’s FAQ states PSV reports have no expiry date.
Transfers go through DataFlow’s report transfer service, not by uploading an old PDF. New qualifications or experience still need fresh verification.
How Attestation Fits In for Healthcare Workers
Attestation is for your work visa and employer, not for your licence. DataFlow doesn’t need it, but your employment file often does.
For an Indian degree, the chain starts with state or university verification. MEA, the UAE Embassy and UAE MOFA follow. Kerala degrees go through NORKA Roots for the state step.
Start it the week you accept the offer. Our degree certificate attestation and Indian certificate attestation in the UAE services handle the full chain.
When You Need MOHESR Recognition
Only when an employer, university or government body asks for it. It isn’t part of the standard DHA, DOH or MOHAP licensing route.
It tends to come up for government-sector roles, teaching posts and further study in the UAE. In 2025, MOHESR cut its required documents from 14 to four.
DHA vs. DOH vs. MOHAP: How Each Regulator Works
Your workplace decides your regulator. A Dubai hospital means DHA, an Abu Dhabi one means DOH, and most Northern Emirates facilities mean MOHAP.
| DHA | DOH | MOHAP | |
| Covers | Dubai | Abu Dhabi | Most of the Northern Emirates |
| Portal | Sheryan | TAMM | MOHAP website or app, with UAE PASS |
| Eligibility check | Sheryan eligibility assessment | Through the TAMM application | Health professional evaluation |
| PSV | DataFlow | DataFlow | DataFlow, paid after evaluation approval |
| Exam | If your category requires it | If your category requires it | If required, with a maximum of 3 attempts |
| Final step | Registration, then activation by your facility | Facility linkage and licence issue | Evaluation certificate, then facility licensing |
All three apply the same Unified PQR. What differs is the portal, the order of steps and the fees.
DHA (Dubai)
You start with an eligibility check on Sheryan. DataFlow and any required exam follow.
Passing gets you onto the Dubai medical register. Your hiring facility then activates the licence.
DOH (Abu Dhabi)
Applications run through TAMM. DataFlow verification is part of the application.
After review and any exam, your licence is linked to your facility. DOH may ask for updated experience if your role has changed since an earlier report.
MOHAP (Northern Emirates)
You apply for a health professional evaluation through the MOHAP website with UAE PASS. MOHAP aims to review it within five working days.
You pay the DataFlow fee only after approval. Moving from DHA or DOH with a licence expired over six months? You’ll need to clear the MOHAP exam.
Edge Cases That Stall Healthcare Files
Three problems cause most delays: names, languages and missing employers. Each has a clean fix.
| Problem | What happens | Fix |
| Name differs from passport | DataFlow asks for a name change certificate | Get a corrected certificate, or official name-change proof |
| Certificate not in English | MOHAP needs a legal translation | Upload the certified translation with two original certificates |
| Former employer closed | DataFlow can’t verify that experience | Tell DataFlow early and ask what alternative evidence it accepts |
| Employer doesn’t reply | Verification stalls past 25 days | Chase HR directly, then use the free appeal if needed |
Name mismatches
DataFlow’s FAQ is direct: if any document shows a different name from your passport, provide a name change certificate. An affidavit alone won’t do.
Fix this before starting either DataFlow or attestation. Our guide on name mismatches across passports and certificates covers the options.
Non-English certificates
DataFlow doesn’t need translations, but MOHAP does. Its evaluation page asks for a legal translation with two original certificates uploaded alongside.
Arrange a certified translation through our legal translation services before you apply.
Previous employer verification
List every employer with accurate dates, job titles and official contact details. DataFlow will contact each one directly.
Never create a replacement experience letter. If an employer has closed, tell DataFlow and use only genuine records.
Eight Mistakes Healthcare Professionals Make
- Paying for MOHESR recognition nobody asked for. It isn’t part of standard licensing.
- Running DataFlow and attestation one after the other. Run them in parallel.
- Treating a DataFlow report as a licence. It’s one step, not the finish line.
- Starting a new DataFlow case instead of transferring. Check for an existing report first.
- Ignoring a name mismatch. DataFlow asks for a name change certificate.
- Uploading a translation without the originals. MOHAP wants both.
- Applying to the wrong regulator. Your workplace decides DHA, DOH or MOHAP.
- Starting work before activation. Practising without an active licence is a violation.
Healthcare Licensing Checklist
- Confirm your regulator from your workplace
- Check your eligibility against the Unified PQR
- Match names across passport, degree, licence and experience letters
- Check for an existing DataFlow report to transfer
- Start DataFlow through your regulator’s portal
- Start degree attestation the same week
- Arrange legal translation for non-English certificates
- List every employer with contact details for verification
- Sit the licensing exam, if required
- Apply for MOHESR recognition only if asked
Frequently Asked Questions
Is DataFlow the same as attestation?
No. DataFlow confirms your records with the issuer. Attestation is a chain of government stamps on the document itself.
Does DataFlow need attested certificates?
No. DataFlow’s FAQ says it doesn’t require attestation or apostille. Your employer may still ask for attestation separately.
Do nurses need MOHESR equivalency in the UAE?
Not for standard DHA, DOH or MOHAP licensing. You’d need it only if an employer or authority specifically asks.
How long does DataFlow take?
DataFlow quotes 15 to 25 working days from payment and a complete document set.
Can I reuse my DataFlow report for another emirate?
Often, yes, through DataFlow’s report transfer service. New documents still need fresh verification.
Can I start work once DataFlow is complete?
No. You need the regulator’s licence, activated through your facility, before you practise.
