School Transfer Certificate Attestation for UAE Admission: KHDA, ADEK and MOE Guidelines 2026
Yes, a school transfer certificate (TC) from abroad usually needs attestation for UAE admission. Which stamps it needs depends on the country your child is leaving.
An Indian TC needs the full chain: education authority, MEA, the UAE Embassy and UAE MOFA. A TC from a GCC country follows a shorter route, and some Western schools’ TCs need even less.
This guide covers Dubai, Abu Dhabi and the Northern Emirates. It also explains the new 2026–27 age cut-offs, which change grade placement for many families.
Does Your Child’s TC Need Attestation?
For Dubai, Dubai’s own rules say a TC from outside the emirate must be attested. The chain depends on where the TC was issued.
Under Dubai’s Administrative Resolution No. 50 of 2022, these entities attest the TC:
| Where the TC was issued | Who attests it |
| Another UAE emirate | The UAE Ministry of Education, or that emirate’s education authority |
| A GCC country | That GCC country’s Ministry of Education |
| Any other country | The country’s education ministry, its foreign ministry, the UAE Embassy there, and UAE MOFA |
The same resolution sets when a TC is needed at all. Every transfer within the UAE needs one, and transfers from abroad need one from Grade 2 upwards.
KHDA vs ADEK vs MOE: What Each Authority Expects
Your destination emirate decides the authority. The country the TC comes from decides the attestation chain.
| Dubai (KHDA) | Abu Dhabi (ADEK) | Sharjah and Northern Emirates (SPEA / MOE) | |
| Regulates | Dubai private schools | Abu Dhabi private schools | Sharjah private schools (SPEA); MOE elsewhere |
| TC from abroad | Attested per Resolution 50 of 2022 | Attested, with exemptions some schools publish for Western countries | Attested; check with the school |
| TC within the UAE | Required, verified through KHDA by the school | Required | Required |
| Document language | Arabic or English above Grade 1; legal translation otherwise | Arabic or English; official UAE translation otherwise | Arabic or English; check with the school |
| Age cut-off 2026–27 | 31 December (Sept start); 31 March (April start) | Same MOE rule | Same MOE rule |
Abu Dhabi: the Western-country exemption
Some Abu Dhabi schools accept TCs from certain Western countries with only the school stamp. One Abu Dhabi school, for example, publishes this split on its admissions page.
TCs from North America, Western Europe, Australia and New Zealand need the school stamp and principal’s signature. TCs from Asia, Africa, the Middle East and elsewhere need the full ministry and embassy chain.
That’s one school’s published policy, not a universal ADEK rule. Ask your chosen school for its list before you start.
School TC Attestation from India to the UAE
An Indian TC needs four steps after the school issues it. Start the moment you have it, because the chain takes weeks.
| Step | What happens | Where | Watch out for |
| 1 | School issues the TC | Your child’s school in India | Last class, promotion status and date of birth must be correct |
| 2 | Education authority verification | District Education Officer or state education department | The office depends on your state and board |
| 3 | MEA attestation | Ministry of External Affairs | Only after the education authority step |
| 4 | UAE Embassy attestation | UAE Embassy, New Delhi, or a consulate | Must follow MEA |
| 5 | UAE MOFA attestation | UAE MOFA, online | The final stamp |
| 6 | Submit to the school | Your UAE school | Keep scans of every page and stamp |
The UAE Embassy in New Delhi requires MEA attestation before it will act. It also refuses heat-sealed (laminated) documents.
Our Indian certificate attestation in the UAE service runs this full chain. We collect in Delhi, Mumbai, Chennai, Hyderabad, Bangalore and Rajkot.
Does every Indian TC go through the DEO?
No. The verifying office depends on your state and your school’s board. Some states use the DEO, others the state education department.
Ask before you send the original anywhere. The wrong office means a wasted trip and a lost week.
Get the TC right before attestation
Check three details on the TC before the first stamp. Every later step copies what’s printed.
- The child’s name, spelled exactly as in the passport
- The date of birth, matching the passport and birth certificate
- The last class attended, and whether your child passed or was promoted
A correction after attestation means starting the whole chain again.
TCs From Other Countries
Most countries follow the same pattern as India: education ministry, foreign ministry, UAE Embassy, UAE MOFA. GCC countries are the main exception.
| Origin | Usual route |
| GCC country | That country’s Ministry of Education |
| North America, Western Europe, Australia, New Zealand | Some schools accept the school stamp alone; confirm first |
| Asia, Africa, Middle East and others | Education ministry, foreign ministry, UAE Embassy, UAE MOFA |
| Another UAE emirate | MOE or that emirate’s education authority |
Transfers Within the UAE
You still need a TC, but not the international chain. The local education authority’s verification is enough.
Moving between Dubai schools
KHDA’s parent guidance says you’ll need a transfer certificate. The school issues it and arranges KHDA verification.
Leaving Dubai altogether? You may need a student leaving certificate to show the years your child studied there.
Moving between emirates
A TC from another emirate is attested by MOE or that emirate’s education authority. Don’t send it through MEA or an embassy.
The “30-Day TC Rule” Isn’t a UAE Law
There’s no UAE-wide rule that a TC must be under 30 days old. Some individual schools set their own limits.
Dubai’s admission resolution sets no validity period at all. A 30-day limit you’ve heard about is that school’s own policy.
Ask your chosen school four questions in writing:
- Does the TC need to be issued within a set number of days?
- Is that counted from the issue date or the last day of attendance?
- Must attestation be complete before the first day?
- Will you accept a provisional TC while attestation is pending?
2026–27 Age Cut-Offs and Grade Placement
From 2026–27, the age cut-off for August and September schools moved to 31 December. April-start schools, including many Indian-curriculum schools, keep the 31 March cut-off.
The Ministry of Education announced the change in December 2025. It applies to new admissions only.
| Stage | Minimum age by 31 December (Aug/Sept-start schools) |
| Pre-KG / FS1 | 3 years |
| KG1 / FS2 | 4 years |
| KG2 / Year 1 | 5 years |
| Grade 1 / Year 2 | 6 years |
Who the new rule affects
Only children registering for the first time. Children already enrolled, or moving between Dubai schools, stay under their original rules.
For Dubai, KHDA also allows a one-time 2026–27 exception. Children born between 1 September and 31 December 2022, not enrolled anywhere, can join FS1 or FS2 based on readiness.
Will your child enter the same grade?
Not automatically. The school looks at age, the last grade completed and the curriculum your child is coming from.
Keep report cards and transcripts with the TC. They help the school place your child correctly.
Does the TC Need Translation?
Yes, if it isn’t in Arabic or English. KHDA says certificates for admission above Grade 1 must be in Arabic or English.
Translations must be done and authenticated by a legal translator. Our legal translation services cover school records in most languages.
Documents to Prepare for UAE School Admission
Have the attested TC, passports and visa documents ready together. Schools usually ask for all of them at registration.
| Document | Why the school needs it |
| Attested transfer certificate | Proof of previous schooling and transfer |
| Recent report cards or transcripts | Grade placement |
| Child’s passport | Identity |
| Child’s UAE residence visa and Emirates ID | Registration in the authority’s system |
| Birth certificate | Date of birth and parents’ names |
| Parents’ passports and Emirates IDs | Guardian records |
| Legal translation | Any document not in Arabic or English |
Your child’s residence visa usually comes before school registration. Our family visa services in Dubai cover the sponsorship side.
Relocating as a family often means juggling schools, visas and a spouse’s job at once. If your spouse plans to work, read can your spouse work on a UAE family visa.
Older students heading to a UAE university
A Grade 12 certificate follows a chain similar to a degree. Start it alongside the TC if an older child is joining a UAE university.
Our degree certificate attestation service handles higher-education certificates, including for MOHESR and university admission.
Six Mistakes That Delay School Admission
- Sending the TC through the wrong office. DEO or state department depends on your state and board.
- Attesting a TC with the wrong name or date of birth. You’ll pay for the chain twice.
- Missing the last class or promotion status. Schools can’t place your child without it.
- Assuming a universal 30-day rule. It’s school-specific. Ask your school.
- Forgetting the April cut-off for Indian-curriculum schools. It’s 31 March, not 31 December.
- Laminating the TC. The UAE Embassy won’t attest heat-sealed documents.
